BASE LOCATION: Ampara with frequent travel to project sites.

 

REPORTING TO: Snr.MEAL Officer
PERIOD: One year with possible extension)
   
PURPOSE:

Islamic Relief Worldwide is an International Humanitarian and Development agency dedicated to alleviate the poverty and suffering of the world poorest people. Islamic Relief initiated its Sri Lanka operation since year 2005 in alleviating poverty of the needy and vulnerable people

The office reinforces implementing structure to enable vulnerable people and their communities to develop themselves sustainably and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises and development needs.

JOB PURPOSE:

The Job holder will be supporting for the implementation of the over all MEAL system for all the projects of IRSL Country programme. The MEAL Assistant will assist the MEAL Team for regular monitoring of the projects including data collection, data management, data analysis and execution of MEAL frame work.

 

STRUCTURE COUNTRY OFFICE

KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES

MEAL Assistant accountable to fulfil his/ her roles and responsibilities in line with IRW’s and IRSL code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

Supporting to establish MEAL system

  1. Support MEAL Team for developing qualitative and quantitative tools for monitoring and evaluation of projects and programme of IRSL
  2. Assist MEAL Team for the implementation of MEAL frame work for projects/programe of IRSL
  3. Assist MEAL team to carryout assessments, survey as per MEAL framework
  4. Assist in Collecting quantitative and qualitative data related to activities, outputs, outcome, impact indicators
  5. Maintaining Information Management system (IMS) for tracking project level activities, output, and outcome
  6. Coordinating with project/programme team and collecting data including Protection and inclusion data for IMS along with supportive evidence for tracking and verification of objectives.
  7. Coordinate with Project/programme Managers to collect monthly progress report, programme schedule and share the combined report with MEAL Team
  8. Assist to organize and conduct capacity building trainings, workshops on planning, monitoring and evaluation
  9. Maintaining filling systems with required documents as per the MEAL frame work under each project, and support to meet CHS/IHSAN requirements.
  10. Ensure Risk register, DIP, Complaint Register, Indicator Tracking table, on-track are updated on routine basis (monthly)
  11. Support MEAL Team to carry out regular monitoring and evaluation activities in accordance with work plans
  12. Collect monthly progress report and programe schedule from Programme team including P&I on monthly basis and share the combined report with MEAL Team.
  13. Carry out field monitoring visit as required.
  14. Support to ensure beneficiaries and communities that IR works with are satisfied with IR’s approach and project activities are inclusive and protective of the most vulnerable
  15. Any other duties mutually agreed

 Support for demonstrating Accountability to affected population

  1. Assist MEAL team to track progress on accountability action plan.
  2. Support to establish complaint handling mechanism according to IRW complaints policy
  3. collect data and supportive documents for deployment and promotion of complaint and feedback mechanism in all projects of IRSL
  4. Ensure Communication plan and project participants participating plan are prepared and maintained.

Promoting organizational learning

  1. Assist MEAL team to track progress on accountability action plan.
  2. Support to establish complaint handling mechanism according to IRW complaints policy
  3. collect data and supportive documents for deployment and promotion of complaint and feedback mechanism in all projects of IRSL
  4. Ensure Communication plan and project participants participating plan are prepared and maintained.

Policy Compliance:

  1. Ensure the project achieves its overall goal in conformity to all IRW and IRSL policies and guidelines.
  2. Islamic Relief Sri Lanka is committed towards Prevention of sexual abuse and exploitation (PSEA) and have systems in place.

ESSENTIAL: It is essential that the post holder show a good understanding and sympathy towards the Islamic values and principles as well as commitment to Islamic Relief’s  vision and mission.

It is essential that the post holder must follow and uphold the values (Sincerity excellence, Compassion, Social justice, Custodianship) of Islamic Relief and expected to adhere to  them.

Islamic Relief has well established systematic standards (IHSAN, CHS, PSEA, SAFEGURADING, CHILD PROTECTION. Etc) to be followed.

 Educational Qualifications and Experience

  1. Minimum having a Diploma in Social Science, Economic, Development studies, or relevant field. Bachelor Degree is desirable.
  2. Having at least two years’ experience in working with humanitarian and Development organization particularly working with vulnerable communities and women and having relevant field-based experience in monitoring, evaluation and data collection and management.
  3. Having skills on ICT knowledge, MS office particularly with Word, Excell
  4. Having verbal and writing skills in English
  5. A/L with min 5 years working experience as MEAL Assistant.

 Skills

  • Good organisational skills and knowledge of programme.
  • Good interpersonal skills including the ability to listen, sensitivity to diverse social, cultural, faith and gender perspectives
  • Ability to represent, liaise and negotiate at different levels with external stakeholders
  • An ability to work under pressure with limited supervision and in complex environment
  • Knowledge and or familiarity with the region.
  • Preferred to have working knowledge in all 3 languages.

  • Ability and motivation to travel when required.
  • Committed to local laws PSEA, Child Protection and other relevant laws(local/ international)
