POSITION: Human Resources Officer
BASE LOCATION: Ampara
REPORTING TO: HR and Operation Coordinator
PERIOD: As per contract
PURPOSE:

Islamic Relief Worldwide is an International Humanitarian and Development agency dedicated to alleviate the poverty and suffering of the world poorest people. Islamic Relief initiated its Sri Lanka operation since year 2005  in alleviating poverty of the needy and vulnerable people

The office reinforces implementing structure to enable vulnerable people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises and development needs.

 

JOB PURPOSE:

The post holder is overall responsible to works under the guidance of the HR and Operation Coordinator and provides HR services to the HR and Operation department.  The job holder is accountable for fulfilling his or her roles and responsibilities in line with IRSL values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The  role promotes the HR policies and IRSL values in support of the organization vision and mission.

KEY WORKING RELATIONSHIPS

  • Job holder work with internal stakeholders (staff members) and external stakeholders as per guidance from line manager.

 KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES

  • Ensure each HR function is planned and implemented as per HR Manual aligned with local labour law.
  • In compliance with the organization guidelines, develops and maintains up to the date the personnel files for the HR and Operations Department.
  • To update the HRIS system and make sure that all the staff are added into the system .
  • Assist to HR and Operation Coordinator (HRcOC)in all recruitment and makes sure that the recruitment processes follow the Organization recruitment policy.
  • Meets deadlines, provides efficient and effective services. The timely and accurate performance of functions is essential for the smooth functioning of the HR.
  • Perform a wide variety of responsible in office support duties in support of HR and Operations Department with the guidance of (HRcOC).
  • Prepare monthly attendance reports and ensure leaves are updated in the HRIS system.
  • Ensure all HR records are up to date including current contracts, contact details for all staff including emergency contracts, etc
  • Organize induction of new staff members and ensure induction materials are kept up to date.
  • Ensure performance appraisal completed, follow up line managers when performance reviews are due and provide guidance on the process and requirements in line with IRSL HR manual.
  • Administering employee health and welfare plans, including enrolments, changes, terminations & payments.
  • Assist the unit to all payrolls systems and timely payments of salaries to staff.
  • Ensure all relevant policies are in place and staff are aware about those policies.
  • Perform any other tasks mutually agreed.

  1. Ensure the project achieves its overall goal in conformity to all IRW and IRSL policies and guidelines.
  2. Islamic Relief Sri Lanka is committed towards Prevention of sexual abuse and exploitation (PSEA) and have systems in place. Post holder will uphold the relevant policies and values of IRW.

ESSENTIAL: It is essential that the post holder show a good understanding and sympathy towards the Islamic values and principles as well as commitment to Islamic Relief’s  vision and mission.

It is essential that the post holder must follow and uphold the values (Sincerity excellence, Compassion, Social justice, Custodianship) of Islamic Relief and expected to adhere to  them.

Islamic Relief has well established systematic standards (IHSAN, CHS, PSEA, SAFEGURADING, CHILD PROTECTION. Etc) to be followed.

Educational Qualifications and Experience

  • Min. two (2) years relevant experience with bachelor’s degree in human resources or Min. four (4) years with Diploma in Human Resources.
  • Experience of working in similar position preferably in development sector / NGO’s or INGO sector

  • Team work and flexible towards complex challenges
  • Aptitude for quickly grasping new technical concepts
  • Ability and motivation to travel when required.
  • Committed to local laws  PSEA, Child Protection  and other relevant laws(local/ international)
  • Adaptation to professional environment and organization.
  • Knowledge and experience in relation to the Core Humanitarian Standards.

Skills

  • Good organisational skills and knowledge of programme design and implementation/ management.
  • Ability to represent, liaise and negotiate at different levels with external stakeholders.
  • An ability to work under pressure with limited supervision and in complex environment.
